What is this?
A listing of all known time zone information for current use.
A description of the table columns will clarify this.

Time zone table

District(s): Some countries have more than one time zone. Sometimes there seems to be no difference with other zones for the same country. In earlier days there was a difference.
TZ zone name: the Unix TZ string time zone name as listed in the 'tz database'. The name is usually derived from a central place or the place with the most inhabitants, not necessarily the capital.
Just looking at a TZ zone name, it is in many cases not immediately clear to what geographical region the name refers. A list with alternative descriptions (not TZ endorsed!) could give a clue.
Zone time: the amount of hours:minutes to be added to the time at the zero meridian of Greenwich (UTC) to get the local time.
Time: An abbreviation of the time designation. In most cases this is not an official abbreviation. Where two abbreviations are given, the first one is for standard time, the second for daylight saving time.
DST rule: Some countries use daylight saving time (DST). 'DST rule' is the name of the rules, describing the on/off date and time for the daylight saving.
LMT: Local Mean Time. This is the 'natural' mean solar time for a location, excluding the equation of time. At the moments where the equation of time is zero, this is the amount of time to be added to UTC. Right then the sun passes the local meridian and is at its highest point in the sky.
This means that the sun is at its highest point at local time:
12 + zonetime + DST - LMT - EquationOfTime
Example: Kaxgar, China; location: 39:29°N, 075:59°E; LMT: 5:03:56; zone: 8; DST: 0; EoT on 2005-07-29: -0:06:28; this gives local time 15:02:32.
Over a year the equation of time can make a difference of between about + and - 18 minutes with the mean LMT time. The LMT time is calculated from the geographic longitude of a local place. Divide the number of degrees in longitude by 15. East is positive, west is negative.

DST rule table

DST rule name: An arbitrary abbreviation for the daylight saving rule.
Valid: Sometimes a rule is only valid within a certain period of time.
The Rule lines in the TZ database itself mark transitions in time. The last transition stays in effect until the next transition or if there is none, then indefinitely.
on/off: 'on' means: from this date on daylight saving is observed, sometimes called 'summer time'. 'off' means: from this date on the standard time (winter time) is observed.
Date: Date formula for the DST switch. Some examples:
Mar lastSun: means the last Sunday of March. 'Sat' is a Saturday, 'Fri' is a Friday, 'Thu' is a Thursday, etcetera.
Apr Sun>=1: means the first Sunday on or immediately after April 1.
Nov 2: November 2.

Time: Time for the DST switch. Important: sometimes the time is followed by a letter. The meaning of this letter is:
no letter or w: wall clock time, actual local time.
s: local standard time (winter time)
u or g or z: UTC time.
So, if a 'DST on' time is given as '2:00s', this means a switch on 2:00 local time. If a 'DST off' time is given as '2:00s', this means a switch on 3:00 local time (assuming a DST offset of 1 hour).
Offset: The amount of time to be added to the zone time. Usually 1 hour, but in one case 30 minutes.

Local time for B = A - m - Aofs + n + Bofs (modulo 24 hours)
Example:
A: USA, Los Angeles 14:20 local time, DST is on.
B: Australia, Sydney, DST is off.
Local time for B: 14:20 - -8:00 - 1:00 + 10:00 + 0 = 31:20; modulo 24 = 7:20 (the following day).

Ukraine
The Republic of Krym (Crimea) changed its zone to Moscow time (UTC+4) on 2014-03-30 02h local time.
In some places the clocks were adjusted earlier, March 29 22h, so midnight in the Krym coincided with midnight in Moscow.
The Donetskaya and Luganskaya Republics proclaimed independence from Ukraine and they will follow Moskow time starting the October 2014 transition, so on October 26 2014, 03:00h. After that the local time is UTC+3, like Moscow. The main part of Ukraine goes from UTC+3 (summertime) to UTC+2 (wintertime). Moscow goes from UTC+4 to UTC+3.

As usual, in 2013 DST ends and starts at 24h in continental Chile and in the Antarctic bases.
The Chilean islands (Isla de Pascua, Isla Salas y Gómez) are on UTC-6 and DST ends/starts at 22h.
Decree no. 307 of 2014-01-30 states that also the Western Chilean islands change DST at 24h.

Apparently this has to be interpreted as 24h continental time; see the following authoritative source, stating that the isles change at 22h local time.

Starting 2015 Chile will abolish DST, very likely on 2015-04-26 03:00 UTC. The main land will stay on UTC-3 and the Pacific islands will stay on UTC-5. This will be in effect until Sat 2017-03-25 24h.

On Mar 13 2016 the Chilean Ministry of Energy announced that they will go back to a DST scheme this year.
That means clocks will go back 1 hour at 0:00 May 15th 2016 (jumping back to May 14th); and will go forward by 1 hour on 0:00, August 14th 2016.
Another reading: on May 14 2016 Chile will change it's timezone to UTC-4 until the second saturday of August. The rest of the year will be on summer time (UTC-3).
In December 2016 it was announced that the XII Región de Magallanes y de la Antártica Chilena will keep DST all year around, so will stay on UTC-3.
The Magallanes region comprises the provinces of Magallanes, Última Esperanza, Tierra del Fuego, Antártica Chilena.
The decision has been published in the Diario Oficial, No. 41.660 from 2017-01-17. The official time in the mentioned region is UTC-3 until the second Saturday of May 2019, 24h.

Israel
The proposed law agreed upon by the Knesset Interior Committee on 2005-02-14 is that, for 2005 and beyond, DST starts at 02:00 the last Friday before April 2nd (i.e. the last Friday in March or April 1st itself if it falls on a Friday) and ends at 02:00 on the Saturday night before the fast of Yom Kippur.
Practical instructions:
DST on: find in our calculator: first Friday of April on/before day 1. This will also get the correct Friday if it is in March.
DST off: find Tishrei 10 in the Hebrew calendar, find the corresponding Gregorian date and trace backwards to the first Sunday 02:00h.
The law has been changed (2012-11-05): As of 2013, DST starts at 02:00 on the Friday before the last Sunday in March. DST ends at 02:00 on the first Sunday after October 1 unless it occurs on the second day of the Jewish Rosh Hashana holiday, in which case, DST ends a day later (i.e. at 02:00 the first Monday after October 1).
In 2013 the new DST rule is: DST will start at 02:00 AM on the Friday before the last Sunday of March and will end at 02:00 AM on the last Sunday of October.

The Mongolian government has decided that DST will be observed again in 2015, from the last Saturday in March at 02:00 to the last Saturday in September at 00:00. Source: Communications Regulatory Commission of Mongolia.
In Februari 2017 the cabinet revoked Resolution 82 from December 2015, which means that DST will no longer be observed.

By the way, Thursday July 07 at 24:00h local time is exactly the same moment as Friday July 08 at 0:00h, but the law says DST starts at the beginning of Friday July 08 (in 2016) (so at 0:00h local time) and ends by the end of Thursday October 27 (so at 24:00h local time).
The TZ distribution defines these moments not according to the law, although the calculated results are correct.

2015: DST will be suspended during Ramadan, i.e. from Sun June 14 03h to Sun July 19 02h.
Some sources say that starting 2015 Morocco will fall back to UTC the last Sunday in September, not the last Sunday in October.
This is an error, as explained by the Ministry mentioned above [Actualités: "Communiqué correctif concernant le retour à l'horaire légal du Royaume"]. At first Decree No. 2.12.126 stated indeed that 2015-09-27 would be the transition date, but Decree No. 2.13.781 rectified this back to the last Sunday of October.
In 2016 Morocco will suspend DST from June 5 at 3:00h until July 10 02h.
This in agreement with decree N2.12.126 from Jumada I 26, 1433 (April 18, 2012) and decision of head of government N3-29-15 from Shaaban 16, 1435 (June 4, 2015).

Starting 2015 Chile will abolish DST, very likely on 2015-04-26 03:00 UTC. The main land will stay on UTC-3 and the Pacific islands will stay on UTC-5. This will be in effect until Sat 2017-03-25 24h.
On May 14 2016 Chile will change it's timezone to UTC-4 until the second saturday of August. The rest of the year will be on summer time (UTC-3).
In December 2016 it was announced that the XII Región de Magallanes y de la Antártica Chilena will keep DST all year around, so will stay on UTC-3. In the TZ database this is noted as the America/Punta_Arenas region.

The month of Ramadan
In the Islamic calendar the ninth month is the month of Ramadan. This has a special religious meaning.
For business purposes the Islamic Calendar is calculated with an algorithm. For religious purposes however, a month begins as soon as a religious authority announces that the first crescent of the moon after the astronomical new moon actually has been observed. If due to weather circumstances the moon crescent cannot be observed, the religious authority declares when the new month actually begins.
Note that a day in the religious calendar actually begins at sunset of the previous day.
